While digging through the game files, @amirdrassil, a Twitter user, stumbled upon a data-mined dialogue that indicated the true identity of Viper. They are the Divine Aequitas II, according to the data found by this user. However, if the same is true, then it leaves much scope for BioWare to build towards an end that might leave a lot of scope for future games.

Dragons have always been central to the theme of Dragon Age: The Veilguard, and it only makes sense to put them on the top of the pyramid with the supreme amount of power. In the legend of the game, they signify power, dominance, and chaos. They hold a mythological legacy that is far greater than everything in the game.
