DCF releases timeline of involvement with New Britain family accused in death of 11-year-old
Connecticut officials released a timeline detailing their involvement with Jacqueline Torres-Garcia’s family prior to her tragic death.
NEW BRITAIN, Conn. β Connecticut’s Department of Children and Families has released a detailed timeline of the agencies involvement with the family of Jacqueline “Mimi” Torres-Garcia, the 11-year-old whose remains were discovered last week behind an abandoned home inΒ New Britain.
According to DCF’s statement, they were initially called in on the case when the child was born because her mother, Karla Garcia, was in a detention center at the time of her birth. Jacqueline was reportedly placed in the care of a family member of her father’s at the time, and legal guardianship was transferred to that family member shortly thereafter.
DCF says the initial case was opened in January 2013 and closed in August 2013. Jacqueline reportedly remained in the care of that legal guardian until she was nine, in May of 2022.
From April 2014 to June 2016, DCF said they provided services to the family and to her younger siblings and were called back again for brief periods in 2017 and 2021 “following reports related to Jacqueline’s younger sibling.”
Throughout this period, Jacqueline was in the guardianship of the paternal relative, who also provided care for the younger sibling starting in February 2016. The guardian reportedly allowed regular contact between the parents and children.
The Superior Court for Juvenile Matters ruled in favor of the parents in a 2022 petition to return guardianship of both children, which was reinstated in May of 2022, with “the support of DCF, the prior relative guardian and the child’s attorney.”
“The Department’s recommendation was made after conducting a review of the family’s history and current circumstances, an interview with Jacqueline and her sibling and an assessment of the parents’ current ability to care for them at that time,” said a DCF spokesperson in the statement.
The last time DCF interacted with Jacqueline was during an investigation in September of 2022 regarding her younger siblings. The children were determined to be safe at the time and “visible to the community.”
DCF said that the children were enrolled in school, and the child’s doctor did not express any concerns.
DCF said they had no further involvement with the family between the 2022 investigation and Jacqueline’s death, which is believed to have taken place in the fall of 2024.
The agency did state, however, that Jacqueline was enrolled in school — authorites say she was pulled from school for “homeschooling” shortly before her death — and that she attended medical appointments in 2022, 2023 and 2024, just a few months before her reported death.
In January 2025, DCF said they had their final involvement with the family due to allegations once again related to the younger sibling.
“While it’s now reported that Jacqueline died months earlier, Ms. Garcia stated at the time of our investigation that Jacqueline was being homeschooled and staying temporarily out-of-state with a relative. In response, DCF conducted a video call with a person who mother claimed to be Jacqueline. This information has been provided to law enforcement. Given that no additional concerns were noted, the department closed the case in March 2025,” reads the statement.
Jaqueline’s mother Karla, her aunt, Jackelyn Garcia, and her mother’s boyfriend, Jonaton Nanita, have all been accused of involvement in her death. Karla and Jonaton have been charged with murder, while all three have been charged with Cruelty to Persons Under 19 Years of Age. Karla and Jonaton were held on $5 million bond after an arraignment on Tuesday. Jackelyn was held on a $1 million bond.
Police said on Monday that Jacqueline was likely killed in the fall of 2024 while her family was living in Farmington. Her body was reportedly kept in the basement of the family home and was moved to the new home when they relocated to New Britain in 2025. Her remains were discovered in an “advanced stage of decomposition” in a storage box behind an abandoned property.
Police said that their investigation showed signs of prolonged abuse and neglect.
All three suspects are expected to appear in court again on Nov. 15.
