Parms had initially been booked into custody on June 10 on unrelated charges of indecent behavior with juveniles and computer-aided solicitation, after detectives uncovered digital communications between him and a 16-year-old girl while tracking down leads for Minnieweather.
However, evidence uncovered during the subsequent search of Parms’ home—where authorities deployed advanced sonar equipment and cadaver dogs—led prosecutors to officially issue an arrest warrant charging Parms with first-degree murder in connection with the 15-year-old’s death.
How the Remains Reached the Landfill
According to the chronological reconstruction provided by investigators, authorities believe Minnieweather’s body was disposed of shortly after the homicide occurred. Mayor-President Edwards revealed that evidence indicates the teen’s remains were placed in a residential or commercial waste receptacle.
Consequently, the body was picked up during a routine municipal garbage collection route and subsequently compressed, transported, and dumped into a local landfill facility along with tons of city refuse.
