Imagery of Carlacia Grant as Cleo in Netflix's Outer-Banks.Season 4 of Outer Banks reintroduces Terrance – a character from Cleo’s past who requires further explanation. The new season follows up on the Pogues after concluding the battle against Ward Cameron. Early season 4 reveals the group did not follow up on Wes Genrette’s offer on Outer Banks season 3 ending, but instead decided to spend their money from El Dorado on creating Poguelandia 2.0. However, after a careless decision leaves them with no funds and an upcoming tax payment of $13,000, John B, Sarah, Kiara, Pope, JJ, and Cleo accept a new treasure hunt.

Outer Banks season 4’s cast is full of familiar faces — not only is the whole gang back, but so is Rafe Cameron, his girlfriend, Sofia, and supporting characters like Topper, and Deputy Shoupe. Early reviews of season 4 part 1 of Outer Banks praise the show’s thrilling twists and the nuanced development given to beloved characters. However, Outer Banks‘ decision to bring Cleo (Carlacia Grant) to the forefront creates a fascinating dynamic for the team, bringing back a character from her past in the form of Terrance that links her personally to the new hunt – with consequences for the whole group.

Terrance first appeared in Outer Banks season 1 ending as the captain who saved John B and Sarah from the open ocean after their boat crashed into a storm. Season 2 introduced Terrance’s team, including Cleo and Stubbs, hinting at them being some sort of smugglers. The first 3 episodes of season 2 saw John B and Sarah very close to Terrance and company, first as enemies, but later as friends.

At first, Terrance was not someone to trust. After finding out about a $50,000 reward, he tried to deliver John B and Sarah to the police in Nassau. A cat-and-mouse chase ensued, ending with a failed mission to break into Ward’s safe for the gold. Sarah later made a deal with Terrance, Stubbs, and Cleo, offering them money in exchange for help stealing the gold before Ward relocated it.

The couple teamed up with the criminals and actually took the money from Ward, but Rafe shot Sarah, and they had to retreat quickly. Terrance and Cleo became allies as they directed John B to a doctor friend and promised to wait for them before taking off the island with the gold, further highlighting his changing role.

The last time season 2 saw Terrance and Stubbs, they were looking at a caravan of police cars and contemplated taking off with the gold without John B and Sarah. Cleo, who later joined the runaway couple, explained that there was a shootout, and she got away because she jumped into the water, suggesting Terrance and Stubbs were either caught by the police or killed. Episode 3 of the new season reveals Terrance survived the police shootout in Nassau and is now working with the opposing Blackbeard treasure hunters in Outer Banks season 4, led by Lightner (Rigo Sanchez).

Part 2 of season 4 of Netflix’s Outer Banks will be released on November 7, 2024.

When Lightner kidnaps Cleo, she reunites with Terrance in the mercenaries’ boat. While at first, it seems that he is back on the bad side, he quickly shows himself glad to see Cleo is alive since they departed. This time, their relationship is further explained, and it is revealed that Cleo was with Terrance for 13 years, and he practically raised her.

It becomes clear Terrance is not interested in Blackbeard’s amulet and Blue Crown. His first concern becomes keeping Cleo safe. When an impatient Lightner decides to shoot Cleo because Pope did not get to the house on time with the promised amulet, Terrance intervenes and is shot. Again, this highlights both a changeable personality and personal growth for Terrance as a character.

While at first, it seems strange for the writers to bring Terrance back only to kill him off, the event serves a key purpose in Outer BanksTerrance’s death finally gives Cleo her own arc within the Pogue group. If past seasons have proven anything, is that all members of the Pogue crew are key in the larger plot of Outer Banks, and Cleo is no different. Season 4 shows she has a history tying her to the group’s current activities. Losing Terrance gives Cleo the motivation to confront Lightner, making her a character that actively drives the Pogues’ new quest.

However, Terrance’s death impacts the whole group. Being part of the Pogues, now more than ever, comes with deadly risks. Even if past villain Ward Cameron didn’t have his hands clean, he only hurt people for personal reasons. Terrance being killed shows how dangerous Outer Banks season 4’s treasure quest is — as the Pogues are up against an enemy that does not care about the loss of life. A dead body signals how in over their head they are. One thing is certain, the stakes have just gone up, and the Pogues will need all the help they can get.
